Dr. Mahrang Baloch was arrested under the Maintenance of Public Order (3MPO) Ordinance 1960, which empowers the authorities to arrest people whose actions are likely to affect public order.

Section 3 of the MPO empowers the directorate to detain any citizen without due process for a specific period of time if the government determines that the person may pose a “danger to safety and security”. In the past, this law has been used many times to suppress political activists, protesters and human rights activists.

Dr. Mahrang Baloch, who is the leader of the Baloch Solidarity Committee (BYC), was arrested under 3MPO when she was protesting against forced disappearances and the rights of the Baloch people. After their arrest, they were kept missing for several hours, and human rights organizations reacted harshly.

According to recent judicial decisions, Islamabad High Court and Lahore High Court have raised many questions under the 3MPO and have stopped the Deputy Commissioners from using the law. However, in areas such as Balochistan, this law is still being used against workers, where the right to express opinions and peaceful protest is full of question marks.
